The Assembly of the Republic of Albania announces the vacancy in the position of “General Director” at the Parliamentary Institute.

 

Purpose of the job position

  • Strategic direction of the activities of the Parliamentary Institute
  • Providing quality services and products in the field of parliamentary research, library, publications and civic education

 

Main duties and responsibilities:

  • Plans and directs the activity of the Institute
  • Creates the conditions for the employees of the service to work together based on the principles of mutual trust and cooperation, to ensure that the work in this service is performed regularly, completely, on time, and in a professional manner.
  • Prepares and supervises the implementation of the strategic plan of the Institute
  • Proposes to the Secretary General the issuance of administrative acts in order to carry out the work and assign responsibilities,
  • Supervises and guarantees the implementation of administrative acts
  • Prepares the annual work plan of the Institute
  • Proposes the draft budget of the Institute and makes financial reconciliations with the Finance and Budget Service
  • Proposes the improvement of the infrastructure in function of the progress of the research work
  • Supervises and evaluates the work processes and products of subordinate employees
  • Conducts consultations and provides advice to MPs in the scope of the Parliamentary Institute;
  • Coordinates and cooperates with other Assembly services to provide the required services and products.
  • Oversees the database for services and products of the Parliamentary Institute;
  • Establishes/ maintains communication and strengthens cooperation with local and international institutions to ensure the exchange of mutual information.
  • Contributes and supports the process of conception, planning, preparation and development of the orientation program for new deputies, in cooperation with other services;
  • Directs the organization of roundtables, discussions, information meetings, trainings, seminars, conferences, as well as other activities with parliamentary and non-parliamentary audiences;
  • Approves the publication of the Institute’s products
  • Follows regional and international developments in the fields covered by the Institute and promotes creative approaches and methods.
  • Follows the relevant service documentation and correspondence within the administration of the Assembly
  • Participates in the process of recruiting employees of the Parliamentary Institute.
  • Prepares and submits work reports to the Office of the Secretary General and the Board of Directors of the Institute.
  • Prepares and submits to the Human Resources Service the periodic evaluation of the individual results of the subordinate employees, according to the laws and bylaws.
  • Defines the work objectives for the following year and prepares the training plan of the Institute in cooperation with the Service of Human Resources and Treatment of Deputies.
  • Implements other tasks according to the needs of the institution.

 

General requirements for this job position are:

  • To have Albanian citizenship.
  • To have full capacity to act.
  • Excellent knowledge on the Albanian language, written and spoken.
  • To be in fit health conditions that allow him/ her to perform the relevant task.
  • Not to have been convicted by a final decision for committing a crime or for committing a criminal offense intentionally.
  • No disciplinary measure has been taken against him / her for leaving the civil service, which has not been terminated according to this law.

 

Special requirements:

  • To have a university degree of Master of Science in Social Sciences and/ or Exact Sciences
  • To have professional experience not less than 10 years
  • To have proven knowledge in the field of study and research, published research works in the field of public policy are preferred.
  • Having proven experience in management, experience in leading and managing teams in a research environment is an advantage.
  • Have consolidated knowledge of English and / or French. 
  • Knowledge of other European Union languages ​​is an advantage.
  • Have very good communication skills (written and spoken).
  • Have outstanding skills in directing and organizing work.
  • Having extensive and in-depth knowledge of policy processes, it is preferable to know and understand the activity of the Parliament.
  • Have very good skills in using computer and application programs like Microsoft Office suites.
  • Be a middle management senior civil servant.
  • Candidates from outside the civil service must meet all other requirements except being a middle management senior civil servant.

  • If the applicant has a degree from a foreign university, then he / she must have it certified by the Ministry responsible for education;
  • Photocopy of the list of grades
  • If the candidate has a diploma and list of grades, different from the assessment recognized in the Albanian State, then the applicant must have it converted according to the Albanian system;
  • A photocopy of the completed workbook;
  • Certification of the judicial status;
  • Certificates of qualifications, various trainings;
  • Photocopy of the ID card,
  • Decision on the status of “civil servant of middle management level”,
  • Criminal record,
  • Health status report.
