OSCE presence in Tirana, Albania is looking for a National Project Officer (NPO) 

Tasks and Responsibilities

  • Implementing the SALW ExB project, through all steps of the project cycle, in accordance with the OSCE performance-based programming, budgeting and project management standards including:
  • Day-to-day project (cycle) management, e.g. planning, implementation including monitoring and control with regards to budget, human resources and administration
  • Executing the implementation of the project budget, drafting internal and external reports
  • Utilizing the budget by using the iProcurment (ORACLE) platform
  • Monitoring/controlling that the operational plan will be delivered by respecting the three years timeline
  • Coordinating the implementation process of total 4 activities with 15 sub activities
  • Supporting risk management, advising appropriate responses to the emerging risks
  • Assisting in the selection process and oversighting of consultants and vendors
  • Directly managing activities, which can include working groups, seminars, trainings, study tours, publications and others
  • Assisting in developing operational plans for activities and in day-to-day supervision and conducting project activities
  • Budget-related support: maintaining an overview of project expenditure to include monitoring and controlling project budget funds during project implementation
  • Preparing financial reports upon project reporting requirements to donors
  • Coordinating activities with stakeholders and beneficiaries (liaising with key partners in the Government, international organizations and agencies, international and local experts as well as OSCE institutions)
  • Providing assistance in fundraising in case needed   

Necessary Qualifications

  • University degree in business/public administration, management, law, social science,  security studies
  • At least 5 years of proof professional project management experience ( mandatory), preferably with international organizations
  • Proficiency in Microsoft Office applications (power point, word, excel), preferably experience with ORACLE applications, Integrated Resource Management Application system
  • Excellent planning, drafting, analytical and organizational skills
  • Demonstrated high level of professional responsibility, commitment, experience and understanding of relationship building and fostering coordination among stakeholders
  • Excellent oral and written English communication skills, including the ability to prepare presentation documents in simple
  • Good analytical and interpersonal skills
